Is the billing portion of the site down?

I've been trying unsucessfully now to pay my bill online and it either perma loads, where it says Retrieving your account information and just continues to go through the loading bar over and over, or says safari cant open the page. I have a past due bill I am trying to pay in full but am getting really frustrated
