One Bill???

I have signed up for One Bill three times.  Each time I was told I would get a $10 credit per month on my bill and have the bill combined...and then I start getting messages from Verizon Wireless telling me that my bill is not paid.  When I call Verizon Wireless, they say I need to talk to Verizon.  When I call Verizon, they tell me that I need to have a new contract with Verizon Wireless and I need to talk to them.  By now, my $10 credits would be more than $200. 

This is absolutely ridiculous.  Either Verizon combines bills or they don't -- and apparently they like customers to believe that they combine bills but repeatedly don't live up to it.  Is anyone else having this problem?  I am frankly tired of calling customer service for both companies and getting the run around.  They are certainly not making it easy to do business with them.
