First step is to look up IMEI and see if it shows that the phone is clear to be unlocked http://recomhub.com/blog/imei-unlock-number-check/
if so then you can call or chat with Verizon and see if you can get the unlock code, depending on the age of the phone and how long it was under service with Verizon they may or may not provide the unlock code. I ran into an issue with my Sprint phone that was only active for two months then canceled, they won't provide the unlock code until phone is active for 12 months (for contract phone).
