Listen pal I do t actually blame Verizon , they are the middle man or just the delivery service , APPLE is the ones getting away with this shit.

Every update that we all have to have to keep phones operating properly turns these features back on giving the sites we use an open door to usage of our data . This running in back ground is something like a secret way to stay connected to our phones .

The wifi assist is turned back on and can be useful but only if we want to use it . Apple updates changing settings on our phones is the real culprit but Verizon and anyone using Apple software or devices make money from it.
