My Droid Razr is stuck in the start up sequence. I have hit power/volume down to reboot...It shuts down and automatically starts up and gets stuck again

My Droid Razr is stuck in the start up sequence.  I have hit power/volume down to reboot...It shuts down and automatically starts up and gets stuck again.  Is there a way to force a complete shutdown?
