I can't create links in email messages. When I click the link icon and enter a URL to link to, the "set button" fails to activate and I cannot create the link. Am I doing something wrong?

Are you swiping some text first to represent the link in your email? If not, I feel sure that is the problem, the Set button does not activate unless the dialog knows what text in your email represents the link.
If you are swiping something first, I don't know, works fine for me - Windows 7, Firefox 19.0.

I am swiping (highlighting?) the text first, then clicking the link icon. It seems to work on these boards, but not in email.

Are you putting something inthe description box? Even though it doesn't say that is a required entry, you have to put something in the box.
Also, after hilighting the link you want to send, did you copy and paste it into the link box?

Walt, it does that automatically for me, it puts the swiped text in there when I click on the Create Link icon.
To the OP: you have not identified the browser you are using, but have you tried starting it without any add-ons to see if maybe one of them is interferring? If not, it might be worth a try. As I said in my initial response, the webmail interface works just fine for me when inserting links.

For me it's not automatic. I have to copy and paste the link into the URL box.
