Why can't I add graphics to my webmail when my settings are defined as HTML?

The "Images in HTML email" setting is misleading.  That option is for incoming mail, not outgoing.   For outgoing you have to add graphics as an attachment.    Others may have found a way to insert graphics, but I haven't.

The best solution for handling Verizon mail issues is to use another mail program.  Outlook, Gmail, Thunderbird are all free and superior to Verizon mail.

Two things:

1) Outlook is not free. Outlook Express is/was (Windows XP only), and I would add Windows Live Mail to the list for all Windows users.

2) For me at least, I can send emails from the webmail interface with imbedded graphics, and the emails are successfully received with those graphics imbedded. However, there is no option to do that directly within the webmail interface, instead I have to find the graphic using Windows Explorer or some other tool, select Copy, then go to the webmail I am creating and use the Ctl-V (Paste) function to actually insert the graphic. Again, the above procedure works for me on Windows 7 using Firefox (have not tried any other environments), but there appears to be at least one quirk; when I try to send the email, if the imbedded graphics are fairly large (I have no idea what the limits may be), the webmail interface tells me there was a problem and the email could not be sent, yet the email is actually sent and arrives just fine!

Your mileage may vary.....

1.  Too many names for the same thing!  Outlook mail -- which used to be Hotmail --  is free.  It also goes by the name Live mail or Windows Live mail.  You can sign up at the following link.

2.  I have used the method you describe and it doesn't work for me.  Using Firefox on WIN8.1.     I'll try it on Chrome and IE later and see if I get different results.

EDIT

Tested inserting/pasting graphics into VZ mail using Chrome and IE11.  It didn't work with either.  Still on WIN8.1 computer.
