I am unable to use my work laptop on my home DSL internet service to send email vial the work POP3 smtp. I can receive but cannot send. It seems the port 25 is blocked. How can I register my work mail server as not spam or unblock port 25?

Since you're new, I'll assume you don't know about the search feature. It's in the upper right-hand corner.
Searching for "port 25" gives a plethora of threads about this very issue.
Here are a few key points:
1. You can find Verizon's information about this block at verizon.net/port25
2. You can't get port 25 unblocked unless you pay extra for a static IP address.
3. The most common alternate port is 587, but you should contact your IT department to see what other ports are configured.
4. You can configure your client to use Verizon's SMTP server with your work address.
5. You can relay through a number of other email providers that have an alternate port available.
