download speedtest versus actual download speed

When I had 25/25 Fiber before upgrading my max download speed was around 4mbps. After upgrading to 50/50 my max download speed from the same host only went up to max 7mbps. Why is my internet DL speed so slow when I'm paying for 25 down or 50 down. My speedtest.net score is always beyond what I'm paying for too (56/58 etc.)

I feel like Verizon and Speedtest.net have a contract and are working together to make Verizon customers think they have faster internet than they think...

I have been downloading Microsoft 365 product. It is about 180 MB program and it is taking forever to download. I also have 50/50 so this program should take less than 10 seconds to download. Instead it took about 2o minutes - about as slow as dial-up. Something is seriously wrong with that.
