I didn't think it possible but streaming quality actually seems to be getting worse earlier and earlier. I had 1080P streaming from approx 10AM to 12 noon then it was back to 384Pwith occasional 480P. At 3PM I'm down to 288P and it looks like crap.
I'm in the Boston area and 3PM isn't exactly prime time. Absolutely pitiful.

I'm also in the Boston area and I am seeing issues too at the moment.
However the issue is not Netflix, it appears to be the fios network itself. Typically the network signal on my tv tests at around 7000 Kb/s. At the moment it's all over the place from < 1000 to 6000 +
Trying to launch Netflix shows not connected to network at times but I see that as being the network problem not Netflix.

My FiOS speeds are actually better than normal. I'm seeing 55 -- 62Mbps (I have 50/25 Quantum). Unfortunately, Netflix still looks like **bleep**.
Also, not seeing any playback hickups or buffering--just awful PQ.

I've never seen poor quality apart from the instance around 3pm today. Never seen any buffering nor pixillation.
Watched a couple of episodes of House of Cards earlier that says on the splash that it's in HD. Looked to me me like it was HD and I had no issues.
What are you using that allows you tell what resolution you are getting?
Do you have an example of something you're streaming off of Netflix that gives you such issues that I could try? I would like to see if it does cause issues here too.

With those speeds I think I'd be looking at the HDMI cable connecting the streaming device to the TV

Most likely not the HDMI cable but instead just poor peering between Verizon and the CDN provider of Netflix - which for US East is generally Level 3. I personally use a VPN connection on my router with selective routing rules to route Netflix specific traffic through the VPN. I am in Pittsburgh. If I don't use the VPN, I get terrible picture quality. If I do use the VPN, I get Super HD 100% of the time.
I'm using an Oppo Digital BDP-103 (http://www.oppodigital.com/blu-ray-bdp-103/blu-ray-BDP-103-Support.aspx) for Netflix streaming. The Oppo shows video quality info using resolution rather that bitrate. I'm currently watching season 1 episode 12 of Being Human (US Version). The Oppo is showing playback resolution of 384P. Watching the same material in IE shows bitrates in the 235 - 560kbps range--looks pretty horrible.
Nope, not a cabling issue. It's the result of Verizon putting their customers last and forcing Netflix to fess up some dollars to ensure quality streaming. Dollars, which they're already getting from us to deliver on-line content.
I think it's a case where Verizon is dropping the ball with their connections at the peering points. I've noticed a big difference in the quality of streaming from Apple TV and everything else on FiOS... Netflix via Apple TV is routed a different way and that seems to be pretty reliable whereas on Xbox One, Roku, PC etc... is embarassingly bad.
However if access Netflix via a tethered AT&T 4G phone in my house the streaming is fantastic. I know it's far from scientific but it does seem most likely to me that it's a problem at the point where the traffic enters the Verizon network as the traceroutes on ATT seems to show the content is being served up from the same location. Makes me suspect that Verizon is dropping the ball without enough capacity for the traffic at the handoff point leading to poor performance.
Verizon does a good job selling users on "the power of fiber optics" but that all seems meaningless if that only translates to decent speeds as long as you don't need to decent bandwidth to services outside of the Verizon network.

So I think that is a Netfliex issue not a Verizon one.
I tried to access series episode 12 and couldn't. However I could access series 1 episode 1, 2 and and more with no issues.
Is there something special!! in episode 12??
Whatever, now we are into prime time, sort of. and I can access episode 12 with absolutely no issues. Possibly is it something to do with me using OpenDNS rather than the VZ dns servers
