MOCA Network - LAN Devices can't connect to each other

I have an odd issue. I have a Verizon FIOS Quantum Gateway Router, ActionTec WCB6200Q in the basement and my primary PC is hooked up to an ECB6200 MOCA Ethernet Adapter. 

For some reason, devices can't connect to my PC and my PC can't connect to other devices, for example, the management page of the WCB6200. I can ping the management IP of the WCB6200 from the Quantum router, I can see the WCB6200 respond to ARP traffic from my PC but it gives me a connection timeout when I try to connect.  

Another example I use to be able to RDP and use Plex to/from my PC from my cellphone (that would either be on the WCB6200 or Quantum wireless AP) but it fails to connect. Occasionally if I reboot the ECB6200 adapter to my PC, I would be able to connect again. Lately, rebooting the ECB6200 hasn't been working.

Any one have any ideas?
