You're question isn't entirely clear. I'm guessing you want to know if the Netgear C3700 works with FiOS. If so, know that FiOS does not use cable modems. You might be able to configure the C3700 in router only mode and bypass the DOCIS modem, but that would be a waste. You'd be better off getting a router only device and using that.
There are various ways to connect a non-Verizon router to FiOS. This FAQ details all of the options:
