Problems with FiOS

First of all, I am paying for 10Mb/s down and only getting 2.5.  Why?????  Secondly, my latency/ping for anything is always in excess of 300 ms.  I am using my ethernet cable which is faster than my wireless.  This problem only started occuring recently, but it has not gone away.  Anyone know what's wrong?  Help would be extremely appreciated.

Post a traceroute from your location to a well connected site (like google) on the Internet.   Do so with and without name resolution of the router hops (option to the traceroute command).
