OK, Verizon sent me a replacement router, which had no affect.
Recall, I "tested" my speed to the Verizon NJ speed test server, as well as to other speed test servers offered by others.
I also reset my ONT.
I also "optimized" my settings with the Verizon widget.
I also tested from three differnet PCs.
After all of the above, I continued to receive 500 Kbps download and 5 Meg upload.
Second tier support contacted and a service order issued to replace my ONT.
Guess what....that evening my speed went up to what its supposed to be 15 Meg download and 5 Meg upload.
The technican came the next day anyway.
I told him my speed was not normal, and asked him if he could tell me what they did.
He said that he does not have that information.
So he closed out my ticket without having to do anything.
My quesiton to the forum is....is Verizon throttling the network for "special" customers.
My son came home from college, and has been doing quite a bit of heavy downloading.
Coincidence that I am having network problems now?   I don't think so. 
So the moral of the story is....keep calling tech support.

I went through the same steps as the previous poster.  They are currently sending me a new router... but like the previous poster stated suddenly this past weekend my internet speeds went back to normal after I complained to the tech support on multiple occasions.  That is very strange that more than 3 people in the same area had horrible downloads for over a week and then suddenly the speeds go right back to normal, with no change on the clients end.  Could it be that Verizon was upgrading thier services and instead of giving all of the customers in our area discounts for the month, they just hoped that nobody noticed it?  Either way verizon gave me a discount and now I'm finally getting my speed back.  All in all, I'm happy again... for now.

I have been told by Tech Support that it would take about two weeks to fix this issue on Verizon servers. I had to contact Billing dept to get a credit.

I am in Neptune and I believe their gateway is being hacked.
