Getting 1301 Activating a New 4100

I am getting 1301 activating a new 4100 my old one is failing (beeping) the old one worked guide and all. I do jot have any Verizon equipment I plug the Ethernet into Nest wifi and a switch port into a Motorola moca adaptor to feed internet back to the STB’s which works except the activation appears to be seeking an actiontec router I do not have or run... is there a way around this during activation?

I believe you really do need a Verizon router to activate the box. Once activated you can go back to your old system, but the Verizon router must be in the system to start the activation.
