Unsafe boxes at Condo Association not being fixed

Need some advice...

I am a board member for a 375 unit condo association and we can't get Verizon to secure their boxes on the outside of our buildings. The majority of the boxes are open with wirings hanging out creating unsafe conditions. I've seen animals nesting in the open boxes. Additionally, it is unsligthly and exposed wiring is unsafe with all the young children around. Our management personnell have told the board they are not allowed to secure the boxes as it is against Verizon policy. Management and individual unit owners have called to get Verizon to come out an secure the boxes but to no avail. Has anyone dealt with this issue? How can I get it resolved?

I would try contacting them via twitter @verizonsupport and see if they can help.
