Did you make sure the phone wire is plugged into the base station and wall properly?
If that isn't the problem, get a simple corded phone and find the demarcation box. Open it up and you will find a place to unplug your home wires and plug in the phone. If you have dial-tone at the demarc, the problem is inside your home. If you don't have dial-tone at the demarc, the problem is in Verizon's wires and you need to contact them.
Verizon has automated tools to check lines for problems. You can access them through the support area of their web site.
